I am writing as a concerned member of the public to raise the alarm about the imminent risk of execution facing children and adolescents in the Islamic Republic of Iran, and to ask you to act with urgency.

On 28 July 2026, the Iranian authorities publicly executed two young defendants at dawn. The life of Shervin Bagherian, an eighteen-year-old from Isfahan sentenced in the same case, is now in immediate danger. In recent months the authorities executed two eighteen-year-olds, Amir Nourollahi and Amirhossein Hatami, detained during the January 2026 uprising. On 23 July 2026, Meysam Irandegani was executed for an offence he was alleged to have committed at the age of fourteen. According to human rights organisations, at least 184 adolescents detained during that uprising remained in prison as of 26 July; at least fourteen have faced death sentences, two have already been executed, and twelve more are at imminent risk. More than one hundred other people who were children at the time of their alleged offences remain on death row across the country.

These sentences violate the most elementary guarantees of international law. Article 37(a) of the Convention on the Rights of the Child and Article 6(5) of the International Covenant on Civil and Political Rights — both binding on Iran — prohibit, without exception, the death penalty for offences committed by persons under the age of eighteen. Iran observes this prohibition in drug-related cases, yet suspends it in political, security, and so-called hudud and qisas cases, condemning children to death under charges such as moharebeh ("waging war against God") and efsad-e fel-arz ("corruption on earth"). In many cases the sentences rest on confessions extracted under torture and broadcast on state television.

As Special Rapporteur on the situation of human rights in Iran, I ask you to issue an urgent public appeal to the Iranian government and to raise these individual cases directly through your mandate before the sentences are carried out.

I therefore urge you to press the Iranian authorities to halt immediately the execution of every death sentence imposed on a person who was under eighteen at the time of the alleged offence; to end the use of charges such as moharebeh and efsad-e fel-arz against children and adolescents; to guarantee their access to independent legal counsel; and to ensure proceedings that meet international fair-trial standards.
